The meeting abstracts will be submitted to the ADS Abstract Service. In place of proceedings, all oral and poster presentations will be made available through the conference website and will also be linked and archived (in PDF form) in the ADS. Participants wishing to write proceedings, are very welcome to use this latex template and upload their proceedings to the arXiv. Suggested manuscript lengths are: 10 pages for invited talks, 6 pages for contributed talks, 3 pages for posters and a suggested deadline is September 09, 2019. Submitting proceedings is *optional*.
